DLR is the Federal Republic of Germany’s research centre for aeronautics and space. We conduct research and development activities in the fields of aeronautics, space, energy, transport, security and digitalisation. The German Space Agency at DLR plans and implements the national space programme on behalf of the federal government. Two DLR project management agencies oversee funding programmes and support knowledge transfer.

The DLR Institute of Flight Guidance’s researchers are working on the development and application of future processes and technologies for the integrated airborne and ground-based guidance of aircraft. This means using airspace more flexibly and efficiently and enabling airports to optimise throughput, while minimising fuel consumption and environmental impact. To this end, the Institute examines all technical and operational processes on board aircraft and on the ground (air navigation services and airports). Special attention is paid to the changing role of the human operator. The Institute uses interdisciplinary research teams and an integrated test infrastructure to conduct basic and applied research starting with the idea through to application.

AgentFly Technologies (AFT)

AgentFly Technologies is a technology and research company specializing in the simulation and control of unmanned aerial systems and air traffic management simulation. The company performs research, development, and operations in four areas.

The ATM simulation platform is a fast-time, large-scale, runway-to-runway simulation. It simulates aircraft, environment, ATM tools, and cognitive models of human behavior, primarily executive and planning ATCOs, pilots, supervisors, traffic managers, etc. Simulation can be used as a standalone tool for what-if analysis (traffic increase, new tools and concepts, routes, procedures, etc.) or integrated with real-time human-in-the-loop simulation.

UAS Integration into Shared Airspace (UTM) consists of advanced software tools, algorithms, and simulations for UAS operators, regulators, and service providers to assess capacity, performance characteristics, and benchmarking C2C and other components of the UTM ecosystem. Military and security operations utilize drones in complex systems for aerial protection of assets, intelligence, surveillance, target acquisition, and other tactical missions. Aerial work automation focuses on the automation of the whole processing chain – 3D trajectory planning, data acquisition, multiple sensor data fusion, and post-processing.

Role in the project

  • Adjust the large-scale ATM simulation to flight-centric specific operation
  • Support the execution of exercise 1 and provide data for cost-benefit analysis.
  • Lead WP3 communication and dissemination activities

CRIDA

CRIDA (Centro de Referencia de Investigación, Desarrollo e Innovación ATM, A.I.E.) is a not-for-profit Research Entity established by ENAIRE, the Polytechnic University of Madrid “Universidad Politécnica de Madrid – UPM” and INECO.

CRIDA has been created with the mission to “Perform R&D activities geared towards improving the safety, capacity, economic efficiency and the environmental performance of the Spanish Air Navigation System as part of the global network” and become both a Centre of Research Excellence and the Spanish focal point for ATM Research and Development activities.

CRIDA benefits from its partner’s full and active support to acquire a relevant role in the ATM R&D panorama and to become a leading edge company developing, validating and implementing high-performance, new-technology European ATM solutions.

CRIDA aims to collaborate and foster ATM R&D by adding value to the ATM service provider (ENAIRE) whilst maintaining strong links with the operational reality.

Role in the project

  • CRIDA participates as affiliated entity of ENAIRE and contributes to ENAIRE’s research in the project.
  • CRIDA makes available its experimental laboratory and provides its expertise in the definition, execution and results analysis of validation, acting as lead of the Spanish exercise (ENAIRE/CRIDA & INDRA) in FCA.
  • CRIDA is in charge of the leadership of the OSED on behalf of ENAIRE.

ENAIRE

ENAIRE is the company of the Ministry of Transport and Sustainable Mobility that manages air navigation in Spain. It provides aerodrome control services at 21 airports, including the busiest airports, and en route and approach control through five control centres: Barcelona, Madrid, Gran Canaria, Palma and Seville. In addition, 45 air traffic control towers receive communication, navigation and surveillance services from ENAIRE.

ENAIRE is the fourth largest European air traffic manager and, in a firm commitment to the Single Sky, is part of international alliances such as SESAR Joint Undertaking, SESAR Deployment Manager, A6, iTEC, CANSO and ICAO.

Role in the project

  • Lead the OSED and the execution of Spanish exercise (ENAIRE/CRIDA & INDRA), to which it contributes with the provision of operational expertise and ATCo resources.

EUROCONTROL

EUROCONTROL is a pan-European civil-military organisation, located in Brussels, Belgium, dedicated to supporting European aviation by providing technical excellence across the entire spectrum of air traffic management (ATM).

The EUROCONTROL Innovation Hub (EIH), located in Brétigny, France, leads EUROCONTROL’s innovation activities. It is a major contributor to the pan-European SESAR 3 (Single European Sky ATM Research) programme and a leading European simulation centre, equipped with unique expertise and facilities that enable them to simulate and validate airspace redesigns, as well as to develop innovative concepts. The EIH focuses on air traffic management, drones, urban air mobility, sustainability, and the application of artificial intelligence to aviation.

Ukrainian State Air Traffic Services Enterprise (UkSATSE)

The Ukrainian State Air Traffic Services Enterprise (UkSATSE) is the air navigation service provider of Ukraine. The main mission of is to provide an efficient and safe air navigation services in the Ukrainian airspace and in the airspace over the high seas where the responsibility for providing air traffic services is delegated to Ukraine under the international agreements, subject to the current and future airspace users’ needs and operational conditions in the air traffic market both in Ukraine and European Region.

UkSATSE is a base of the national Air Navigation System and the Joint Civil-Military Air Traffic Management System of Ukraine (JCMS).

The main tasks of UkSATSE are:

  • Air traffic management: air traffic services, airspace management and air traffic flow management in the airspace of Ukraine
  • Arrangement and provision of CNS and power supply system support for air traffic services and flight operations;
  • Provision of activity and development of the Joint Civil-Military ATM System Units
  • Arrangement of Alerting Services and participation in Search and Rescue operations
  • Provision of airspace users with aeronautical information
  • Modernisation and development of the Air Navigation System of Ukraine
  • Arrangement and provision of training and refresher training of the UkSATSE experts
  • Provision of social development and protection of its personnel

Role in project:

  • Participation with ATCOs and experts within Ukrainian exercise (DLR & UkSATSE)
  • Contribution to concept definition, validation planning and reporting
